Treyarch, cuz they give the Wii some love.
Also, Zombies FTW.
I didn't particularly love CoD3 or WaW. I haven't played Black Ops yet.
However, WaW is staple for me just because I enjoy the multiplayer.
I'll have to say Infinity Ward until I play Black Ops.

Infinity Ward because Treyarch are shit at developing for PS3. 
Seriously though, it's a hard call. IW make great games, but don't support their games nearly as well as Treyarch do (MW2 on PC is crap), but Treyarch, while their games aren't of the same quality, support their games well.
It's weird though, how Treyarch struggle with PS3 hardware while IW never really had a problem.
Rockstar: Announce Bully 2 already and make gamers proud!
Kojima: Come out with Project S already!
Inifinity Ward.
How easily people forget that Infinity Ward created not just Modern Warfare, but the whole Call of Duty franchise. They made Call of Duty 1, 2, 4 (MW) and Modern Warfare 2. Out of those, only Modern Warfare 2 was a bit of a dissappointment.
It was their decision to take Call of Duty into the modern day, not Activision (in fact, apparently Activisio didn't like the idea), nor Treyarch. They made the Engine for the modern HD games and their games are generally more polished, and have less glitches and bugs. Everything that Treyarch implement is polishing of work Infinity Ward did before with the exception of the Zombie mode.
The games that Treyarch have made have improved, but their earlier games, like CoD3 were absolutely terrible. Black Ops is a definite improvement, but it hardly brings anything new to the table, just polishes what came before. Even the Zombie mode, whilst fun, feels like a poor man's Left 4 Dead.
Before that conflict with Activision, I would say IW. I doubt that IW can make a comback after that one so for now, Treyarch.
Infinity Ward, no question.

Oh I've played the first two COD games, and loved them. But I can't just give them credit based only on the past. The mistakes they made with MW2 were massive, and enough to affect my judgement of them as a whole.

Infinity Ward for sure, MW1 and MW2 singleplayer was awesome
COD 5 was alright and I really dislike the Black Ops singleplayer
Online? Always the modern warfares, COD Black Ops online is better than COD 5 but I prefer COD MW2

Didn't like MW2, MW was okay. Loved W@W, love Black Ops, love Zombies. And they support the Wii.
