1. In the US only as far as I can see. That's why Sony increased the production while at the same time the longer the holidays were over the fewer people bought a PS3. So more PS3 got produced than usual to make up the shortages, but the demand wasn't as strong as before (which is totally normal in these months), thus overshipping for the next quarter.
2. The problem with countries which don't spend so much money on video games is that you still need to make sure to ship several consoles to every store in the whole country even though many people don't have enough money to buy these luxury items. Percentually the monthly ship/buy ratio is totally different to a country in which people earn more money. If it wasn't for this problem, why wouldn't Nintendo, Microsoft or Sony ship their consoles to every country of the world ?
3. Because there weren't real shortages because MS stopped to produce and ship the old 360s when they had around 1.5-2m on the shelves around the world (which is likely to be exact 1 month before they announced shipment numbers) and concentrated on producing the new 360S in the meantime. Obviously they didn't want to have 2m old 360s left when they introduced and later sold the 360S, because they were massively cutting the price for the old models. Would be pretty dumb to have 2m units on the shelves at the beginning of July, when the 360S hits the retailers only 3 weeks later, wouldn't it ?

1. still ironic that ps3 reported shortages and 360 didn't, when 360 was far closer to VG numbers, if it was accurate I don't see how that would be possible and VG chartz has ps3 over shipping quarters in a row, also not possible, next shipment should settle this once and for all
2. my point was, they don't ship more unless it get sold, so while that might make sense the first time, it only makes sense the first time, and VGs numbers are increasing the gap between ship and illegibly sold every quarter, again thats not possible unless VG chartz is untracking it, once maybe, a few times no
3. again how does a console with millions difference have shortages while one will less then a mil difference does not, it doesn't make sense, the math doesn't add up
