go to the red buildings where you can restore your pokemon. Go downstairs to the middle counter and talk with the person.

well, I guess you can go to the world trade center (or whatever they call it), but from what I gather anyone can intercept a pokemon if you put one up for trade. I haven't tried it myself yet.

The people that want to trade come up with tedious requests. Darkrai for a Chikorita I don't think so.
