lol, I had the same problem (my first pokemon game).

go to the red buildings where you can restore your pokemon. Go downstairs to the middle counter and talk with the person.

I want any starters (Except todadile) and im willing to trade a lot for it, just quote me if your interested!

well, I guess you can go to the world trade center (or whatever they call it), but from what I gather anyone can intercept a pokemon if you put one up for trade. I haven't tried it myself yet.
