It's actually reall good business for them since they make their money on used games.
Preordering a game means they get money early and you're forced to come back to their store. The coming back is the important part because then you're encouraged to buy used games which make them a huge amount of profit. They don't really make a lot of money off of new games so why bother keeping a bunch of them around?
