Actually, thinking more on it, how about some of those already fully localized games NOA keeps sitting on?   Y'know, stuff like Disaster, Trace Memory R, Tingle, ASH or NPC Pikmin 2?  If NOA doesn't want to take the "risk" at retail, why not offer them as bonus to their most faithful fans?
