you're missunderstanding, the slowdowns he is refering to are not framerate related. Just as many frames are genrated, just the action on screen is slowed, he is refering to slowdown, not slow framerates.

This intentional slowdowns are very common in Zelda series when you hit someone with the sword.
Well from the demo. That was at E3. I never noticed no slowdowns. Just in my opinion cinematic slwdowns whihc is what i think he is trying to describe here. It is a really good effect and weather is was including because of hardware limitations or the reason he is saying.

I think he's talking about having a "slowing down time" effect during certain moves and encounters, like Prince of Persia:SoT(except in this case the game controls the slowdown, and it's used for cinematic purposes.
I don't think the developer of any game could get technical frame rate "slowdown" confused with a "slow down time" developer initiated screen effect. It's like getting a SDTV confused with Mass Effect in HD with a grain filter on.
Anyway, I believe that he's saying they turned V-Sync on, which in turn caused the frame rate to drop in many instances. It happens in most games that push hardware, and its the exact same thing Modern Warfare 1 and 2 did, on the 360.
If they locked it in at 60, then there would be screen tearing, because they would have to sacrifice V-Sync and probably some AA too, I'd wager.
On to the game, this game is looking to be the best GoW game so far, and without Jaffe there is a very small chance that I might actually like it. Let's hope the reduce the puzzles in the game. I'd take PS1 graphics if they just got rid of those damn tedious puzzles, God of Puzzle ARG!

So, if they didn't mention the fact they were going for dramatic effect (this should become apparent in the game) that would mean some partisans in the console wars would yell about GoW3 not having 60FPS? So, would I then see the flamewar dissolving into a bashing of bullet time in games to?

GoW 3 is closer to 16x anti-aliasing, cpu based. MLAA.
Whos cares. KZ2 was at 20-30 and nobody complains about that being bad.
