dunno but everyone on every other site is saying 1.3 Million is surprisingly a lot for LBP

why are people disappointed on this sitE?

I think that until someone actually says the words 'sold' or 'shipped', there is no real discussion to be had here, simply speculation on what was meant. So for the time being, we should take VGCs 1.7 million or whatever as it is.

 Not really that many factors at all. Why would they release anything but the largest number for a game? Occam's razor should come into effect here. The simplest answer is they have shipped 1.3 million copies, and VGchartz over-tracked it by a lot. This is neither the first, nor last time this will happen. I think RE4 Wii is still somewhere around 300k over shipped figures given by capcom.

Sounds to me like 1.3 million people who have gone online with the game

it's not a quote, it's what ign wrote.  Other sites are reporting he said sold.  No sites show the exact wording.

 And Microsoft said they "sold" 28 million 360s recently. You can argue all the semantics you want, but thats just not the way PR works. You give the best figures you can, and say it in the way that makes it sound the best. 1.3 million people playing LBP sounds a helluva lot better than 1.3 copies of the game shipped to retailers.

 But to go down the semantic path I could also point out he never said 1.3 million people playing on the PSN. He could be assuming at least 4 people per PS3 are playing it and thus only about 400k copies of LBP have been sold! And yes, this assumption is just as silly as yours.

hmmm a very complicated situation.
I do think LBP could be overtracked, but not by more than 100k-200k.
