Well it's really no surprise is it, nor does any critic care. Nor will anyone care when buying it, so bethesda keep getting away with broken game releases. It is getting a small day one patch though perhaps that fixes most pressing issues with franerate.

Always going to be poor on PS, always have. Just lower the graphics to have 60FPS, perhaps the X1 is holding it back. But let's be honest the PS4 and X1 are poor tech wise, i would rather spend $800 on a super console.

Below 30 FPS is unplayable.
The video he posted looks just fine, so I'm a bit skeptical about the "but it gets worse" alarmism.
Edit: everyone should watch the video; this all seems hyperbolic.
