Looking at that review its a mixed bag. Visual detail etc is PS4 level or below, resolution docked slightly higher, 30fps maintained more reliably when docked.

1440p is about 80% more pixels than 1080p, that's not "slightly" higher. 

The 40fps mode generally holds 1080p which is a 33% increase in pixel throughput vs PS4, and that's without accounting for PS4 often falling well below 30fps.
