Why wasn’t this an issue with SwSh nor ScVi? Is it merely because these DLC packs were announced after launch?

Games + Expansions have gotten to $100 or even more before, but there is already content missing from the game announced before it is released, and so, the base game is an incomplete game and needs the DLC to be the actual full game. So the price is $90 (NS1) and $100 (NS2).

It's not added content liked Sword or Scarlet, it is content you are missing day one, you know it right now. When gen 8 and 9 released those were the full games, Legends Z-A is already not the full game before release.

I know that companies plan it before release many times, that why we have the term "cut content", but when it's announced it is official.
