Say 900p for 60fps or a balanced mode that hits for 1080p for something like 45fps? 

To avoid the fuzz, the flicker, the artifacting, the shadow shimmer and shimmering of detail and whatever the hell that trailing effect is called that looks like burn in on the screen and the edges of the screen that look all funky when you move the camera too fast. Just the whole host of sickening and unstable image quality issues that occur. 

Or perhaps when we lock our consoles to 1080p from the settings menu we get extra frame frame rate on quality mode and it limits itself to 1080p... yes, devs would still have to do the work there but this generation is easily the worst for graphics as is. I'd rather go back to lower resolutions, HDR is better than 4k anyway but trading so much for something that doesn't even come close to native 4k is mind boggling. Most games feel so cheap and it's the cheap looking games that are now starting to look better than the biggest AAA releases. KCD2, what a perfect image quality and the graphics are decent with a hell of a lot of stuff going on in the background.
