You can tell it"@ the open world that is effecting image quality so I hold no hope it will be fixed for part 3, infact it'll be worse if the airship has speed. Inside certain areas like the Gold saucer or the swap area in chapter 3 that is sort of enclosed, the image quality is much improved and cleaner. It's still pretty awful by comparison to Remake but it's def just the open world bits where the technical stuff starts to fall apart and the pop in and texture pop in hurt immersion.
