Note that I said "Hollywood and other filmmakers", I know Cuties or Mignonnes is French. Simply put the girls in this movie were sexually exploited for profit, both by the original filmmakers and by Netflix, there is no getting around that. 

I'm also well aware that nudity is less of a big deal in Europe than it is in the US, but perhaps it should be a bigger deal, if Europe's apathy towards nudity is allowing children to be sexually exploited for profit. Somebody mentioned another movie above, Blue is Warmest Color, saying that it got a 12 rating in France. The sex scenes in that movie are straight up pornography, just without any genitalia shown (breasts, butts, various sex acts from cunnilingus to fingering are shown though), how is that ok for a 12 year old to watch? I think perhaps France is a bit too lax with their ratings.

To be fair from what I could get out of the French Wiki page, it says 12 for the release in theaters and 16 for TV.

Also I've skimmed through the movie and there's a scene where a girl is posing nude for an art class and you can see genitalia.
