What makes you think that? They can create more games of BoTW and Odyssey. Of course, it takes time but if Sony is able to put out Uncharted 4, Horizon, and God of War, I don't see how Nintendo can't do something similar. I mean, Smash Bros. and Pokémon are already considered heavy hitters as well and if things go well for both those games, you never know.

Even back in the Wii, Nintendo had Twilight Princess, Prime 3, Mario Galaxy, Smash Bros. Brawl, and Mario Kart Wii with 2-3 years during the Wii era.

It takes 5 years to make another Zelda. 

A new 3D-Zelda. 2D-Zeldas always were interspersed. In the above example also only one Zelda (TP) is included. The list consist of different heavy-hitter series.
