Well, I assume they started porting a while back without knowing what will become NX. The Switch came, porting was easy and it looked like a viable system, so probably porting it to Switch was prioritized and now after releasing the Switch-version they had time to finish the 3DS-version. But it is just my assumption, could habe been different.
