Seemingly only some of the original Joycons are met with the problem (I hadn't problems with mine), that would indicate that some manufacturing line haven't worked the same routine as others. But if it is inside the specifications by Nintendo, that is also a fault on Nintendos side. According to news I read, Nintendo updated the technical specification and they claim the problem will not happen in the future.
