It wasn't in Japan until now? Why did Nintendo wait for so long?

The other 3DS-options are more expensive and sold pretty well in Japan. Why should Nintendo reduce the sales of the more expensive model by introducing a cheaper one? That they do now probably has to do with weaker sales of 3DS overall.
