We don't know the limitations of Kilgraves power not at first and they are still extremely powerful. Also in the TV-series only one single character is immune and we don't know it from the beginning and the immunity is developed not there from the beginning. And sorry, you're illogical. Kilgrave can control all powerful superheroes, that's why Jessica turns down the offer to introduce Daredevil in the end, because she only sees one more powerful opponent she has to fight.
And that his power is made by virus is completely irrelevant to how powerful it is. It would be, if an antidote would have been possible to develop. The powers in Star Wars are created by viruses (or something similar) and nobody says they are weak.
