While it is true, it is understandable that publishers don't do that. While 1.8 million $ (thats what 1.2 million pound are) sound impressive, it isn't that big of a budget these days and the game is probably eating that up. So it can be assumed big publishers might profit on such a nostalgia-game, but the same resources could be assigned to projects that bring even more money. Put these resources into COD, Battlefield, Sims, Assassins Creed to increase release-frequency or create more spin-offs, and they make more money. So nostalgia is free for indies and Nintendo.
