As far as I can see, Vita is included. Virtue's Last Reward is better on 3DS, it is designed for the system. I have it for 3DS, my friend for Vita, and he complains that in some cases it is difficult to hit get the objects without a stylus. That's the reason the metacritic-score is below 85 for the Vita-version. It doesn't work as good as the 3DS version.
