It's not that simple. Porting is cheap these days, if you have only to reprogram the game, but can keep models, textures, scripts, music and so on. That probably means all simple ports to WiiU are profitable at low sales. That Activision and Ubisoft keep on porting after first games sold low is indicating the same. But that is not all. After all, dedicating resources to porting means, some resources are used. Although they are spent in a profitable way, there might be ways to get more profit out of the same resources. Also at low sales and low profits, the whole thing doesn't matter at all. That's why EA, Bethesda and Rockstar can safely stay away from WiiU.
Ubisoft might decide in the future, that the teams that are curretnly doing the ports to the WiiU could bring in more profit, if they are assigned with different tasks.
