Why is London Life not making its way to London? Europe's rich culture is the main culprit and perfect excuse for NoE.
Yes, localisation is the reason why Spectre's Call will be incomplete, though still full price since it's "bursting with brand new puzzles".

Localising software remains a high priority for Nintendo; however, in this instance it would have significantly delayed the European launch of the game.
