I think the fact that they initially packed Wii Party with the older remotes lends credence to this view - they maybe had a load that they wanted to offload quickly and then discontinue.  Can you still get the old style remotes brand new or are Motion Plus ones the only ones you can get hold of now?

I have no idea, but I don't think they are producing the old model anymore.
