The first one would be the use of the d-pad (example: Okami) which effectively works like an analog stick only without being analog. Camera control doesn't have to be analog accurate, so the lack of it really isn't an issue.

The second way is to use the pointer to control the camera which is best done by having to hold down a specific button in order to make the camera move (example: C in both Tomb Raider games), otherwise the player could unintentionally change the camera angle way too often.
