The link you given says: 'This game will not be available in Germany due to lack of a USK rating.' But no USK-rating mean for 18+, not more. It also mean that the BPjM can put it on the index, that doesnt allow advertising (but it can be sold to adults if they ask especially for it) like RolStoppable explained. But at the moment I dont see, that the BPjM indexed it. So I will wait for more info on that, at the moment it's not clear for me. Amazon.de lists the game with release-date on 30. november. To clarify it, Resident Evil 4 Wii Edition also had no USK-rating, but I could walk into the store and pick it from the shelf. As an adult I was able to buy it.
