It's such an infrequent occurrence, that I'm surprised when he busts out a speech that sounds dignified. I wonder if he's using prompters, or if that was a legitimate recitation?

I imagine this time he had everyone and their mother impressing upon him how serious this is and not to take it lightly. It took him a couple days to decide and allies were involved, so I'd say this was exceedingly unique given he often seems to make decisions almost off the cuff with little consultation heh.

Yes, absolutely. As you stated, the why is not really in question, but I'm still mildly curious as to the how. I suppose it's not important. Given the gravity of the situation, I should be grateful it was handled as well as it was.
