Calling the X1 failing when it's almost on par with the 360 in the same time frame doesn't make sense and saying lack of exclusives is ignoring games like Crackdown 3, Sea of Thieves, State of Decay 2, Cuphead, etc.

Now, I don't think that the X1 is failing, but to play devil's advocate:
The X1 is only on par currently because of stronger initial sales; all evidence points to worse legs in the long run.
X360/XOne
2005/2013: 1.2 million versus 3.1 million
2006/2014: 6.8 million versus 7.9 million
2007/2015: 7.9 million versus 8.6 million
2008/2016: 10.9 million versus 8.3 million
2009/2017: 10.2 million
2010: 13.3 million
2011: 13.8 million
2012: 10.7 million
2013: 6.2 million
The Xbox 360 followed a very unusual sales curve, peaking in its sixth year and getting a successor in its eighth year. Now, the Xbox One has never sold more than 10 million in a single year, so it's hard to see how it could compete with four more consecutive years that had the 360 selling over 10 million.
Last generation, the AAA third-party console market was almost a 50/50 split between the PS3 and Xbox 360. This gen, it's been 2/1 in favor of the PS4, and the ratio has been worse for Xbox in 2017. The only way for the Xbox One to even come close to the 360 is if the overall market has grown from 170 million to 240 million, and that would necessitate the PS4 becoming the best-selling video game console of all time at 160 million.
