The licensing issue Sony has is publishers need to put their games on the Playstation store.

For example, a lot of notable PSP games aren't in the Vita store because of licensing issues.

OP should update the thread. Sony has confirmed that they are working on PS2 emulation. No extra information as to how it will work, or when it will come out, but it's coming.

I am so happy this is a thing. The PS2 is the greatest console there ever was. I am stoked to get to replay Persona 3: FES, Dragon Quest VIII, and Dark Cloud 2 on my PS4, since my PC doesn't run PS2 games fantastically (despite being, give or take, approximately as powerful as a PS4).

Now it's been confirmed Sony are indeed working on a PS2 emulator, I'm certain the big reveal will be at the Playstation Experience.

If this works on for discs, then brilliant. This will allow them to also sell PS2 classics on the PSN store so worth it for them.
