Who wouldn't give Nintendogs a perfect score?
...When money's involved.

^ I doubt Nintendo paid Famitsu to give Nintendogs a 10.
Interesting lists. Although GTA got 10s back to back, seems odd to me because I don't think those games are a 10, but to each their own.
Ghost Babel scored higher than MGS1 according to IGN? I'm not sure how to feel about this.

IGN seemed to have a soft spot for the GBC, with it having more 10s than any other console.

People were asking about gamespot and famitsu's 10 out of 10 lists and I was just poking fun. Quarter to three is a website that is pretty ruthless when it comes to reviews and people usually hate them for it. They gave halo 4 1 star and the last of us 3 stars for example which people were none too pleased with.
You can tell IGN is a joke because they gave an Atari Lynx game a 10. And gave GTA IV a 10.

Not a bad thing by any means. GBC has a lot of underrated gems, Ghost Babel included.

well to be fair half of them are ports from other consoles.
currently playing: Skyward Sword, Mario Sunshine, Xenoblade Chronicles X
Their standards and rating system have shifted a lot over the years. Last gen it felt like they were handing out 10's left and right.
On a 0-10 system in .5 increments I can better see a score of 10, but since they changed it back to .1 increments (essentially a 100 point scale), they don't usually make sense. All it takes is a single flaw to render it an imperfect score, but there are still a lot of 10's.

They gave 6 games a 10 during their .5 days, but since then they have given The Last of Us and Grand Theft Auto V a 10.
