I thought region locking was explained...that it has something to do with how certain economies and the laws that govern those are so different that having non-region locked consoles would be a nightmare.

To be clear, nintendo do customize the chip with IO and linking structures to optimize the hardware specifically for its use, but they don't, never have, and never will UPCLOCK a part over it's stock specifications, so the line that the new 3ds CPU runs 3x faster is obviously false, the line that the CPU runs 2x faster is subjective based on performance gains on the newer cpu over the old design, even though the cpu will only be 60-100mhz faster, it could feasably run up to 2x faster depending on how much they downclock it from stock, and how they handle the addressing space.


So how do you explain the CPU of the Wii ?  Is it a stock CPU or not?

 



That is quite a rumour. Will have to wait and see.
