It is not possible! It won't happen! At least till PS5!
surpass 100 million, sure, it will hit more than 100 million, but ( probably ) will not surpass PS2. why?
1º) there are lots of great options (PS4 - Wii U - X1 - PC ...) > In the era of "PS2" the other consoles did not offer any resistance, it was a struggle from one side, Ps2 beating others mercilessly (it is little wonder that Sony got cocky with the Ps3), that (probably) will not happen again ...
2º) Short gen. > Nintendo released their console one years earlier than others and microsoft already lost to Ps4, you know what that means? Small generation for Ps4! I have no doubt, Nintendo will release a new console in the next 3-4 years ( 5-6 years of WiiU as the strongest in Nintendo, no more than this) and microsoft will do the same they did with the "original xbox" (Microsoft will realize that lost to Sony and will release a new generation with speed to disrupt the domain of "Ps4" and try to conquer the market of sony, worked very well with the X360 and will likely be her plan, expect a new Xbox in 4 years, maybe even 3! This will force Sony to act, they never give one years of leadership to microsoft after Ps3!) ( X1 will have 5 years as the strongest MS console, maybe even 4 years)
3º)Mobile market and other things> unfortunately, many people are putting aside consoles and buying mobiles and tablets or just going free to play, like League of Legends. Hardcore game still buy consoles, the "standard players" too, but ... those casual ... they are increasingly moving away ...
Well looking at how everything is performing in japan, I think 100 million is the maximum. PS2 sold very good in japan while ps4 won't be near that number.

you really think MS will admit defeat on consoles? I know investors haven't been happy and I guess their studios would transition to making PC exclusives?

Not yet, but he has everything to be!
1) Profitable in the 1st year, check!
2) Provides continuous services with profits (ie Pay "Psn" play online or not), check.
3) Sony fastest selling console, Check!
4) Gains on Psn for digital distribution of games, Check!
Even if the "Ps4" do not sell the same as the 'Ps2 "he has everything to be a financial success! Perhaps even greater than the Ps2

This gen will be as long as last one if not more and ps4 will surely sell over 100 millions

Ps2 only sold 23 millions in Japan i don't see why 100 millions is the maximum
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m

That was just an example. I believe ps4 will dominates in Europe achieving ps2 numbers but won't match NA sales so it could sell more or less than 100 million. Both could be right. Anyway ps4 > ps3 LT for sure.
Depends what happens with the economy
