Well at E3 Sony showed their librarys from all generations of playstation consoles and said they are looking to use gakai cloud network to bring those experiences to the ps4 as soon as it's possible which I kinda like the sound of, they said exactly what they plan to do with the cloud and that it's a challenge but they're working on it.
Microsofts approach was pretty much all tied up with having a console which was constantly connected to the cloud, The zombie AI in dead rising 3 is cloud powered, the drivatars in Forza are AI which learns moves from other online racers in the cloud and some games will have access to more Processing power because of the cloud. One press release said that the system was 40 times more powerful than the 360 with the cloud and 10x without, so for the user who doesn't have a connection to the net 24/7 or who doesn't have easy access to wifi they're getting a machine with some buzzwords which boil down to 1/4 the potential while gaming offline. Not a good sales pitch. IMO
