This is what i'm thinking. In part it could actually be very much a product of Nintendo's long-term thinking about the health of console gaming (at least in Japan), and them trying to combat irrelevance on that front, while at the same time releasing something that breaks down barriers to being able to play on consoles as it is (needing a TV that other people aren't currently using)

The question is if this is purely a tech move, or if they've got the software to make this really shine

But handhelds already do that especially ones that give "console like experiences" such as 3DS or PSP. It's entirely redundant as far as the customer is concerned. This only tries to solve a problem for Nintendo (the divergence between Western and Eastern markets), not one for any customer.

No, it does not mean this, imo. Rumors also said that the cafe is compatible to the wiimotes and balance boards and every new-controler has a sensor-bar. That new controler just ads another possiblility of playing games. Ninty are not stupid, they will not cut the backwards-compatibility.
