From two weeks ago, BluRay lead has dropped from 32% to 28%. If this continues, both formats will be within 10% of each other (total sales) by the end of the year. It's still losing despite having a big release like Transformers (arguably the biggest of the year) going up against no new releases on the Blu-Ray front. From Februray to September Blu-Ray was outselling HD DVD every week around 67:33, sometimes going as high as 72:28, and as low as 62:38.
All the gains HD DVD has made the past two works are attributed directly to Transformers, and they should be reversed with the release of SM4, Ratatouille, and Cars over this week and next week, going up against no major releases on the HD DVD side.
And no, pack-ins are not included. If they were, than 300 would not hold the honor of highest selling high def release. Casino Royale and Talladega Nights both sold over 500,000 if you include pack-ins, while 300 only sold a little over 300,000 discs sold.
