Nopers, some dude later in the game. When he comes you have to start doing shows. When you've done twenty I think he tells you how to befriend more. Before that you can befriend a few, but not Cortica dolphinos.

Just save the picture onto an SD card (you can do this in-game, in the the photo album), then upload the pic to your computer from the SD card (you might need an adapter), and post it. That's it, really.
