Actually, yes, it makes a huge difference, if you care about such things as visuals.

However, the most important difference is the overscan lines, as outlined here. Nobody ever understands why exactly this is a monumental improvement until they read this:

To be fair, in this context they are saying it in relation to the PS2. So in this case the phrase is not associated with the same tired old this gen console wars rhetoric.
