I have had one for the 360, but I also want to get the PS3 one down there also in my signature.  Anyone know how to do this, or where on the web to go and do it?

First, you have to create one on the European (probably UK site), then you can use a service like Playfire. Just log in on PS Europe, and then go to my portable ID

If I create a European account, do I then have to keep logging into that site for it to track what I am playing?

You don't need to create a EU account, just log in there. You will have to log in for it to update, it is a bit of a pain

No need to create a european account, just log onto the european site with your american account.

And I think you can log onto the american and european sites however you like without any consequences.
