Leon Kennedy is an "agent". I assumed Mr. Ford as he was a secret service agent (thought it was FBI agent till I double checked) and Reno could also possibly fit. Investigating him with a cop likely wouldn't do much good. Mafia wouldn't know who the serial killer is, and would want him dead. If he is an anti-town tole faking, then he is the poisoner himself which comes up innocent.

Ok. I say a cop should still investigate him to prove if or if he isn't a Mafia.
