George W Bush's younger brother Jeb Bush launched a nuclear attack during the middle of his second term in office.  Causing a nuclear winter and the direct events that led up to the happenings in the game.

J/K have no idea what caused it but that sounds spooky enough to work....  Probably some sort of terrorist attack with nuclear weapons or a nuclear war with america.
