Yes, they have the engine, but it still takes a lot of work to make the game. A two year dev cycle is pretty much standard and any AAA game will at least have that if everything goes *perfectly*.

Uncharted 2 took 18 months to develope and it's one of the best looking games on any console.

Just because one game does it doesn't make it the norm. 
Looking at how long Killzone 2 took, even if most of that was engine work or whatever, there's still no reason to assume they could do it in under two years considering how long Killzone 2 took.

Well ya it's clearly not the norm (I wish it was for S-E...) but I'm just saying it can be done in less then 2 years. By the looks of it Gears of War 2 was made in less then 2 years aswell.
But then again you would know more about this stuff then me so really what do I know lol

Yeah, I'm not saying it can't be done in two years, I'm just saying two years is the norm and hoping for anything less than that is just really wishful thinking.
18 months leaves little time for testing and doesn't allow for any mistakes. Putting something like that out in 18 months is also probably really hard on the team since there's so little room for mistakes and things have to be on a really tight schedule.
Even in Uncharted 2's case, development of the title may have gone smoothly but I've seen far more bugs in my short play time of it so far than I saw in all of Uncharted 1 so it's pretty obvious they skimped on their testing time (and don't take that as me hating on the game, I love it and I'm only on chapter 8).
