they could have... but from what iv seen is that ND took some things from both halo and COD like some perks from COD and the cinema mode from halo

They most likely shared feedback and such. Uncharted 2 uses a similar matchmaking system.

Even if some of NDs stuff was just inspired by Halo and CoD stuff without any direct interaction between companies it would be appropriate to acknowledge those developers. However I don't imagine Bungie or Infinity Ward would want to be acknowledged unless they did have at least some slight input.
