They signed the exclusivity contract in 2004. The Dreamcast launched in 1999 (in America) and was discontinued in 2001 (in America).

Those exclusivity contracts also state the the games must come out on all of the big systems. EA could not make those games exclusively for their own hypothetical console.

EA's contract regarding Madden ect, require them to be multiplat. If EA made them exclusive to their console they would void the contract. Activision would probably be the likely publisher to pick up the contract.
So what else does EA have? a first party on par with Microsoft, Starcraft and The Sims are best left on the PC (Sims doesn't do too well sales wise on consoles anyway from what i remember ..)
Mirrors Edge, Dead Space ect are new IPs, could be built on.
Burnout, Mass Effect (again contract with Microsoft maybe?) Rockband ...
Left 4 Dead is only published by them, in all honest I'm surprised Microsoft don't publish L4D.

Pachter's predictions are generally awful, but he does have information that we don't. Besides, I'm not the only person who says that about EA's contract. There are plenty of others who have heard the same thing.

I thought EA was being bought by Microsoft? >_>
Anyway, EA makes its money from multiplat development. Creating a console would lose them huge amounts of money. They would never do this.
