Hmm this also depends on the style of game so I say:

Gameplay should be a 10 for everyone, especially since the two scores are independant of each other.

Graphics: 8 (Heavily Depends on genre, shooters would be higher, but puzzle/casual is much lower)

I agree with Sqrl, I don't see why Gameplay would be of anything but the utmost importance.
