It would appear that even before the 2nd installment in the Bioshock universe has been finished and released the 3rd game is already being created as it is beyond the 'conceptual stage'... I wonder where the game will take place, as surely another game set in Rapture would make the series become stale...

uh... er... i don't think so. Gears 2 had 2 year dev time. I assume Gears 3 will also. And if it goes further Gears 4. 20% of 2 years is 5 months... that means they'd only have a year and a half left... means it will be done around the same time as gears 3.
