Does it really take that much time to shove a bunch of Scottish accents into a game?

Too long. It's going to lose some interest by then. I'm sure it won't be devistating though.
Squilliam: On Vgcharts its a commonly accepted practice to twist the bounds of plausibility in order to support your argument or agenda so I think its pretty cool that this gives me the precedent to say whatever I damn well please.

Actually, it does. Considering how much they alter the games.
However, if you look at the reason they're holding the game back, its because of Square Enix of Japan, not because of the localization. Its most likely due to their total lack of focus on the game outside of Japan, and so they just put it off until 'next year' (which is after April). In many ways, this is the same time period I feel Dragon Quest VI is going to come out in Japan. And possibly FFXIII is going to be delayed to. So if Wadas comments are anything to go on, SE seems to be just putting everything major off till next fiscal year. Which is understandable, since they've had a pretty rough year (Bought Edios, Dragon Quest IX got delayed, many games didn't perform as well as they expected them to, etc).
Don't worry, we'll have our horribly cockney'd and apostrophe filled version of Dragon Quest IX soon enough.

You obviously are new to how S-E delays localization of their major games.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
Plus, just for the hell of it: Kelly Brook at the 2008 BAFTAs
Well it's not that big in the west.

Most jRPGs I remember waiting for in the past usually took half a year or longer to localize, so an April or May release doesn't seem entirely out of line. The only jRPGs that I can even remember having quick Japan to US turnarounds are some recent of the more recent ones on the 360, and that's probably because Microsoft pushed for a quick Western releases since the 360 is much more prevalent in the US market. Dragon Quest VIII and VII both took somewhere around a year to localize in America, most Final Fantasy games starting from the PS1 era probably took around four to eight months for Western releases, so waiting 9+ months for a US release isn't really an anomaly. It's probably a bit longer than I would've hoped for, but I really can't do anything about it unless I want to teach myself more Japanese.

Don't forget the uninspired and unnecessary name changes!
But seriously, with the aformentioned examples, is it any wonder Square's going belly-up?
