It would use the honor system, which by looking at Youtube does not work at all. Fanboyism would take over and entire threads would be unseeable.

So you propose a stealthy assault to take down Microsoft from the inside- remove a few key pillars and the tower collapses. Meanwhile, we absorb the doors and walls and windows and furniture into the Great Sony Nation, but it will retain this name. They will obey us out of fear, and because they require leadership.
But then Nintendo will feel threatened. They will declare war on us before we can on them. So we must go about this stealthily. With Nintendo we will have to destroy the entire tower, as there are simply too many people capable of leadership. Be careful, however, as they have some...extremely powerful allies.
This simple rating feature will not be sufficient. We must infiltrate the League of Moderators and eventually make our way into the Administrator Council. Only then can we assert our superiority over lesser nations.

I'd minus the hell out of Halo haters, even if they use good reasoning. This is why the idea won't work.
Sounds exactly like how it works on Slash Dot. Not really a fan of that myself.
When the community is as small as vgChartz's is, you tend to learn pretty quickly as far as what users make interesting or amusing posts and what users annoy you. This works against a +/- system though.
It'd be like making a website devoted to Vikings and Packers. Give that a +/- system and all the Packers fans will vote each other up while all the Vikings fans will vote each other up. Of course, they'll also be voting each other down. The more heavily divided the userbase is, the less useful a +/- system will be. As we see on a daily basis, vgChartz is quite divided.
In the end, I think such a system would be more trouble to implement than its worth.
