Nah.
The best things Oblivion has going for it are the exploration aspect, the few big voice actors and mods. The graphics feel plastic-y and soulless especially on NPCs, the combat and spell systems are both simplistic and incredibly easy to abuse, the story blows, the game favors minmaxers even more than D&D does, and nothing you ever do has any real impact on anything.
Fallout 3 has the same good things Oblivion has, but there are more places to explore, the leveling system isn't completely broken, the exploration aspect is enhanced by the more interesting environment, and at least some choices you make actually affect something. And it's Fallout - pretty sucky Fallout, but Fallout nonetheless.
