I'm in the kalm city when Cloud talks about his past

My party includes: RedXIII, Cloud and Barret. I'm going to change party all the time.

Level for Party: Cloud Lvl. 19, Red XIII Lvl. 18, Barret Lvl. 16-17??

I have limit 3 with Cloud. I'm trying to get 100% that is why it is going so slowly for me and this is not my first time.
