No reason? More time and money ARE reasons. This game and the zapper cost $20 together. You think Nintendo could afford that if they spent time upgrading the engine?
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.

Umm... yeah. They don't actually need to touch the engine - just redo/improve the textures, and improve some of the models.
Ninty want this to become the next WiiPlay - a quality piece of software would be the perfect way to help this sell 5m (or more) units. That would be 100m US in revenue - for maybe 1m of development (or maybe 250k...).
Yeah - I think they can afford to do that :)

As far as the graphics go, until we get some decent screens how can we tell how good they are in this game?

It's so weird to think that this game could be the best-selling Zelda game of all time.
It might not, too. But just the fact that it has a chance is weird.
